Contradiction of MTSS

Are MTSS MODELS EQUITABLE IF THEY ARE NOT CULTURALLY RESPONSIVe?

There is a fundamental contradiction with multitiered systems of support in schools. On the one hand, administrators herald their MTSS processes as equitable and justice-oriented, serving all students through a tiered support system. On the other hand, however, teachers do not know how to design culturally meaningful activities.

This contradiction raises three critical questions:

  • Are MTSS models equitable and justice-oriented if activities offered through the model are not culturally meaningful?
  • Can teams design equitable and justice-oriented MTSS practices if they cannot design culturally meaningful activities across tiers?
  • Is instruction “high quality” if it is not culturally meaningful for all learners?

The answer to all three questions is a resounding “no.” Therefore, MTSS models that are not culturally meaningful are inherently flawed, inequitable, and unjust for many culturally diverse learners – no matter how many “evidence-based” practices teachers implement across tiers.

The ability to design culturally meaningful activities is crucial for promoting equity and justice in MTSS practices, as it ensures that all students, regardless of their cultural background, can benefit from the support system.

The LEARN Approach to MTSS coaches teams through designing equitable, justice-oriented, and culturally meaningful practices using MTSS as a guiding tool and framework. The LEARN approach focuses on developing culturally meaningful evidence-based Tier 1, Tier 2, Tier 3, and special education activities for students that place their cultural values, community practices, and lived experiences at the center of instruction.
